Job Summary
The Head of Public Finance Capital Markets is responsible for leading the strategic direction, platform expansion, and execution of Flagstar Banks Public Finance Capital Markets activities. This role will report into the Head of Capital Markets and be accountable for shaping the banks Public Finance Capital Markets growth strategy, deepening institutional investor relationships, and ensuring disciplined, risk-adjusted deal execution for Flagstars Institutional Banking Services clients.
Job Responsibilities:
JOB RESPONSIBILITIES
- Transaction Structuring, Syndication & Execution Oversight
- Oversee the origination, structuring, negotiation, and distribution of Public Finance Capital Markets transactions on behalf of Flagstars Institutional Banking Services clients
- Review and approve transaction terms, ensuring adherence to regulatory, legal, and risk management guidelines
- Lead portfolio strategy initiatives to optimize returns, manage credit exposure, and enhance balance sheet efficiency
- Partner with Public Finance Banking to align capital markets activities
- Leadership & Organizational Development
- Lead and develop a high-performing team of capital markets professionals, including origination, structuring, and distribution personnel
- Establish a performance-driven culture centered on innovation, accountability, and client excellence.
- Drive enterprise collaboration across the Risk, Credit, Legal, and Lending functions to facilitate seamless deal execution and policy alignment
- Serve as a mentor and succession planner for future leadership within the capital markets and public finance banking
- Enterprise Strategy & Platform Leadership
- Develop and execute a multi-year strategic roadmap to scale the Public Finance Capital Markets platform, with clear growth goals for originations, syndications, and distribution channels
- Champion the banks market position by cultivating and expanding strategic relationships with institutional investors, non-bank lenders, and secondary market participants
- Define pricing strategies, risk-return frameworks, and capital-efficient structures to drive sustainable profitability and market competitiveness
- Collaborate with the Head of Capital Markets to align activities with broader commercial and corporate banking objectives
- Market Intelligence, Governance & External Engagement
- Monitor regulatory, economic, and competitive trends affecting Public and Municipal financing markets to inform strategy and policy development.
- Serve as a senior spokesperson for Flagstar Institutional Banking Services at conferences, investor forums, and industry roundtables.
- Ensure full compliance with regulatory requirements and internal governance frameworks related to capital markets activities.
- Drive continuous improvement in operational risk management, transaction governance, and client due diligence processes.
ADDITIONAL ACCOUNTABILITIES
- Performs special projects, and additional duties and responsibilities as required.
- Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.
JOB REQUIREMENTS
Required Qualifications:
- Education level required: Bachelors Degree
- Minimum experience required: 15+ Years of progressive experience in Public Finance Capital Markets
